Information capabilities are business capabilities. "Capabilities" is used here in the same sense as it is in Business Capability Model under an Enterprise Architecture or dedicated Business Architecture function.
It doesn't matter if your organisation doesn't have a business architecture function, your organisation has or needs a number of capabilities relating to information. These might be data warehouse teams, or anonomisation services, or data sharing services.
As "business capabilities" these aren't just about the technology aspects. These have people responsible, are part of planning processes or operations, and like any other business capability need to be part of the overall strategy deployment, governance, and execution of the organisation.
So this part of the Enterprise Information Model is to gather these capabilities. Preferably this should be performed in collaboration with the business architect and / or the executive team (particularly if there is no architecture function).
